Our Impact

In a recent independent evaluation and case study of 20 Degrees (conducted in 2026), Dr Sea Rotmann described the 20 Degrees programme as being at a ‘pivotal moment’. She noted we have already proven the programme transforms lives, but there is an opportunity to now help transform systems by making warm, dry, mould-free, healthy homes the expected norm for every whānau.

Culture change doesn't happen overnight. It happens through trusted relationships, practical support, education, and the reinforcement of healthy home habits over time.

Case Study Analysis

What if the ultimate outcome of a housing intervention programme wasn’t just warmer homes, but a fundamental culture shift in how Aotearoa New Zealand thinks about housing, health, and human dignity?

The 20 Degrees vision has already demonstrated transformational impact (based on survey data) for healthy homes: 85% reduction in winter hospitalisations, $5.29 social return per $1 invested, and 64% of whānau (families) progressing to Mauri Ora / Tau (a state of thriving). Yet these metrics, while powerful, capture only part of the story.

This case study argues that by intentionally measuring and nurturing this programme’s “hearts and minds” shift, the 20 Degrees program can:

  1. Deepen impact for the whānau they serve.

  2. Broaden influence to inspire national policy change for healthy homes.

  3. Build a replicable blueprint for international energy wellbeing programmes.
